  Yes it's the exact same way as the consoles. Go to the Customise Tab next to Online. Then go to Edit Teams--->Download Updates. Now this should update the roster updates.
  But unfortunately EA have been very sly and have deliberately excluded latest most recent transfer updates! So even if you do update the rosters through the download option you'll still not have for example Lukaku in United, Lacazette in Arsenal, etc. For that you can manually do so through the club transfer. But this will only work offline and will sadly reset itself back to default every week or so. Because EA also automatically update the so-called rosters when you go to the Kick-Off mode even though it really doesn't update the squads. All it has done is removed retired players from the game like Xabi Alonso.
  So all these manual transfers will also reset back and have to be done manually again each and every single time! EA did this intentionally because they want us to buy FIFA 18 to get the up to date squad/transfer updates. Part of their cheap marketing strategy..

  I only want the squad update for manager mode for the most up to date experience with the different teams.
  If I don't play matches in the Kick-Off mode, will the squads still rest themselves? If they'll still do, can I manually update all the squads and save a bunch of back up manager mode files so I'll still have the up to date squads in those saved files?

  That would probably work! It seems there is some good news lately occurring. EA are no longer resetting the latest roster squad updates for FIFA 17. Before on a weekly basis they kept re-updating the latest squads automatically.
  Now it appears with the release of FIFA 18 EA have stopped messing FIFA 17. Now I can confidently say that manually updating the rosters in FIFA 17 should hopefully no longer reset the rosters back to the original state. As this is the final roster update. Before I guess they were still updating player forms for which the edited rosters kept resetting back to default and all the effort editing the players manually went to waste.
  But now this should no longer be the case. I tried it myself, and can confirm this is no longer a problem anymore!
